The next auction
How Casper picks its validators. At the end of each era an auction picks the set for the era after next (the next one is already settled) from the active bids: heaviest first, by the validator's own stake and its delegators' together, up to 100 slots. A bid needs at least 500 CSPR of the validator's own stake; bids under that only fill the set while three-quarters of the slots would stay empty. BitBasic ranks the bids by the same rule.
