Description

Summary

This proposal requests Council approval to implement GIP-0088: Issuance Allocator Deployment and Indexing Payments Configuration.

GIP-0088 specifies the three-phase deployment of the Issuance Allocator (GIP-0076), the migration of Rewards Manager issuance sourcing, and the initial allocation of issuance to the Recurring Agreement Manager (GIP-0087).

Context

With GIP-0076, GIP-0086, and GIP-0087 approved, the protocol still needs a concrete deployment plan to connect these contracts without disrupting current issuance flows. GIP-0088 provides that plan, preserving total issuance while redistributing a portion to protocol-funded indexing agreements.

Deployment Phases

Phase Change Operational Impact
Phase 1 Deploy allocator, Rewards Manager as sole target at 100% Rewards Manager continues self-minting
Phase 2 Rewards Manager sources rate from allocator, allocator granted minter role Issuance behavior unchanged
Phase 3 Add Recurring Agreement Manager target at ~6 GRT/block (~5% of issuance) Rewards Manager allocation decreases correspondingly, total issuance constant

A governance-controlled DirectAllocation contract acts as a safety net, capturing any temporarily unallocated issuance during reconfigurations. Future self-balancing mechanisms may adjust allocations dynamically based on demand.

Full specification: GIP-0088

Key Risks and Mitigations

  • Issuance rate mismatch: read rates directly from current Rewards Manager and verify before governance transfer.

  • Deployment sequencing: detailed procedures with verification at each stage.

  • Rebalancing impact: incremental, governance-controlled adjustments with transparency.

  • Pause propagation: accumulation model preserves accounting integrity across pause/unpause cycles.

Dependencies

  • GIP-0076 (Issuance Allocator contract)

  • GIP-0086 (Rewards Manager upgrade)

  • GIP-0087 (Recurring Agreement Manager)
