This proposal requests Council approval to implement GIP-0079: Rewards Eligibility Oracle (REO).

The REO aligns indexing rewards with actual network value by requiring Indexers to maintain reliable infrastructure and minimum service quality.

A significant portion of indexing rewards currently go to Indexers who are not contributing high value added activities to the network

The REO ensures only Indexers meeting basic uptime and query quality criteria remain eligible for rewards.

Daily Query	≥ 1 valid query/day
Qualifying Query	HTTP 200 OK, latency <5s, freshness <50k blocks

If the oracle fails, rewards default to current behavior to avoid disruption.
